Head of Results and Evaluation Unit - Financial Mechanism Office

The Financial Mechanism Office (FMO) is the secretariat of the EEA Grants and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels.

We are looking for a highly motivated and qualified candidate to fill a vacancy for the Head of Results and Evaluation Unit.
The overall objectives of the Grants are to reduce economic and social disparities in the European Economic Area (EEA) and to strengthen bilateral relations between the Donor States (Iceland, Liechtenstein and Norway) and the 15 Beneficiary States (Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Greece, Latvia, Lithuania, Poland, Portugal, Malta, Romania, Slovakia and Slovenia).

The Grants are based on a programme model where the Beneficiary States are responsible for the programmes and for projects implemented under the programmes. Some programmes, for example in the areas of energy, innovation as well as civil society, are operated by the FMO. The Grants are implemented in line with the principles of results-based management.
The allocation for the current funding period (2014-2021) totals €2.8 billion. The priority sectors are:
• Innovation, Research, Education and Competitiveness;
• Social Inclusion, Youth Employment and Poverty Reduction;
• Environment, Energy, Climate Change and Low Carbon Economy;
• Culture, Civil Society, Good Governance and Fundamental Rights and Freedoms;
• Justice and Home Affairs.

The Head of the Results and Evaluation Unit leads the unit’s work. Six staff report to the Head of Unit. The Unit is responsible for developing monitoring, reporting and risk management systems and tools, facilitating programme design, and commissioning and supervising monitoring reports, evaluations and reviews of programme implementation. The Unit is responsible for capacity development on results-based management in Beneficiary States and provides analysis, learning and reports on the EEA and Norway Grants.

The Head of the Results and Evaluation Unit is a part of the Country and Programmes Department’s management group and the Financial Mechanism Office’s Heads group. S/he reports to the Director of the Country and Programmes Department.

• Lead, coach and supervise the staff of the unit;
• Manage the work of the unit and related administrative tasks;
• Oversee the development and implementation of strategies and plans for results-based management, risk management, monitoring, evaluation and reporting;
• Promote a results-oriented culture, build capacity and provide advice to strengthen results-orientation and quality of monitoring and evaluation;
• Communicate results and learning of the EEA and Norway Grants;
• Represent the organisation externally;
• Coordinate strategic and work planning processes.
The position involves travel.


Relevant university degree, Master’s level.


Required experience
• Minimum of nine years of relevant work experience, including experience related to results-based management;
• Experience in leading teams;
• Experience in programme management or grant management.

Desired experience
• Experience with development of tools and systems for results and risk management and evaluation;
• Experience with working in a European and/or international context;
• Experience with donor and/or beneficiary states policies and priorities of the EEA and Norway Grants;
• Experience with public administration and policy.

Excellent oral and written communication skills in English (the working language of the FMO) is a requirement. Knowledge of another EFTA/EU language is an asset.


Employment Terms

Grade: A5
Annual starting salary: EUR 115,843.44

Appointments are normally made at step 1 of the grade. The Managing Director of the FMO reserves the right to appoint a candidate at a level different from that advertised.
