Head of Communication Unit - FMO

The Financial Mechanism Office (FMO) is the secretariat of the EEA Grants and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels.

We are looking for a highly motivated and qualified candidate to take on the post of Head of Communication Unit of the FMO.

The overall objectives of the Grants are to reduce economic and social disparities in the European Economic Area (EEA) and to strengthen bilateral relations between the Donor States (Iceland, Liechtenstein and Norway) and the 15 Beneficiary States (Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Greece, Latvia, Lithuania, Poland, Portugal, Malta, Romania, Slovakia and Slovenia).

The Grants are based on a programme model where the Beneficiary States are responsible for the programmes and for projects implemented under the programmes. A few programmes, notably regarding Civil Society, Regional Cooperation and Decent Work, are operated by the FMO.

The allocation for the funding period (2014-2021) totals €2.8 billion. The priority sectors in the period 2014-2021 are:

• Innovation, Research, Education and Competitiveness;
• Social Inclusion, Youth Employment and Poverty Reduction;
• Environment, Energy, Climate Change and Low Carbon Economy;
• Culture, Civil Society, Good Governance and Fundamental Rights and Freedoms;
• Justice and Home Affairs.

Scope

The Head of Communication leads a team of communication professionals dedicated to promoting the opportunities created through the Grants and how we work with our partners for a green, competitive and inclusive Europe. S/he is a line manager for the staff of the Communication Unit, currently consisting of three communications officers and one trainee. The Head of Communication manages an annual budget of 400,000 - 500,000 euros.

We are looking for a hands-on, experienced communications leader who can take FMO communication to a higher level.

The Head of Communication guides the communication work of the FMO. That includes ensuring the creativity and quality of the EEA and Norway Grants’ website, FMO social media work, online campaigns, publications and events. S/he is responsible for monitoring and supporting communication activities in the Beneficiary States and supports efforts to increase the visibility of the Grants in the Donor States and among EU institutions. S/he handles day-to-day media relations and advises and supports in-house units in communication issues. The Head of Communication reports to the Director of the FMO.

Tasks
• Lead and actively participate in the work of the Unit;
• Participate in the FMO’s management group and in regular meetings with the FMO’s board;
• Cooperate with partners in Donor States, Beneficiary States, international organisations and EU institutions;
• Develop, execute and maintain communication strategies and plans;
• Seize opportunities to give visibility to the Grants;
• Assess and advise on communication risks;
• Develop information material, give presentations about FMO work;
• Provide training for and oversee communication activities organised by partners in the Beneficiary States;
• Coach and motivate team to enhance performance and results.
• Procure external services and manage relations with providers;
• Contribute to other activities of the FMO within her/his field of competence as required.

The position involves occasional travel.

Qualifications

Relevant university degree at Master’s level.

Experience

At least 9 years of relevant work experience in public administration, media relations and/or journalism. A minimum of 3 years in a leadership position.

Languages

Excellent oral and written communication skills in English (the working language of the FMO) is a requirement.

Employment Terms

Grade: A5

Annual starting salary: EUR 110,369.70

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the FMO wants to ensure diversity in terms of gender, age and culture.
